The Management Services Bureau oversees certain administrative functions of the agency and is headed by a Chief. The Bureau is comprised of the Legal Affairs Unit, the Finance Unit, and the Strategic Planning and Budget Unit.
PSO Legal Affairs Unit
The Pasco Sheriff’s Office Legal Affairs Unit is headed by the General Counsel, and is comprised of the Assistant General Counsel, Forfeiture Director, Policy Director, and Legal Assistant. Legal Affairs provides guidance and legal expertise to the Sheriff and agency staff in implementing policy and resolving legal issues.
Legal Affairs provides assistance with legal process, contracts and agreements, grants, public records requests, subpoenas, agency policy and procedures, and other legal process. They also prepare legal bulletins for agency-wide dissemination to advise members on changes in the law, and participate in in-service training for agency members and community seminars and informational seminars. This Unit also coordinates complex legal action and other litigation with outside legal counsel. The General Counsel and Assistant General Counsel respond to call-outs and other incidents involving high-liability legal issues to provide on-scene legal guidance.
The Forfeiture Director, in conjunction with the General Counsel and Assistant General Counsel, is responsible for handling civil actions brought under the Florida Contraband Forfeiture Act. The Policy Director works with other governmental organizations to track laws, orders and ordinances that may affect the Sheriff’s Office and its operation, and advocate for or against proposed actions on the Sheriff’s behalf. The Policy Director also assists with drafting and reviewing General Orders, Bureau Directives, and other policy documents.
PSO Finance Unit
The Pasco Sheriff’s Office Finance Unit is comprised of an elite staff of ten professional financial staff and accountants who are responsible for executing over $105m (including other funds) with fiscal prudence. Its sole focus is to provide first class financial services across the entire agency. The Finance Unit is responsible for the financial reporting and management of the daily accounting functions including accounts receivable/payable, cash bonds, grants, inmate accounting, payroll, property records maintenance, and annual physical inventory of assets. The unit accomplishes this through retaining a talented staff with focused and disciplined accounting operations in compliance with Florida Statutes.
Strategic Planning & Budget Unit
The Strategic Planning and Budget Section supports the operations of the Sheriff by preparing, analyzing, and managing the agency’s annual budget, developing, updating and advising on the long term strategic plan, and applying for and managing grant funding opportunities. This section is staffed by a director who oversees all aspects of planning, budgeting, and grant management, including hands on development of the annual budget.
The Agency’s Budget Analyst assists with the development of the annual budget in addition to providing in depth analysis and forecasting. The Budget Analyst also works in conjunction with the grant coordinator and strategic planner/grant writer during the grant application process.
The Grant Coordinator is responsible for all the overall grant management, from research and application, through award and compliance. The Grant Coordinator works closely with granting agencies to conduct monitoring reviews of grant funded programs.
The Strategic Planner/Grant Writer assists with grant research and application submission, in addition to conducting research and in depth analytical information to support the development and updating of the agency’s strategic plan.
